Guterres said, “The humanitarian heroes in Gaza, despite being under fire, are doing everything they can to help people. UN agencies and partners are ready and determined to deliver aid.”

He warned that the new “approval mechanisms for aid delivery” proposed by Israeli authorities risk leading to excessive control of aid, down to the last calorie and grain of flour:

“To be clear: we will not be part of any arrangement that does not fully respect humanitarian principles — humanity, neutrality, independence, and impartiality. Unhindered access to humanitarian aid must be guaranteed. And humanitarian personnel must be protected under international law.”
