Guterres stated that this situation is “a historic injustice and an indefensible situation.”
In his statement, Guterres emphasized that the issue is not about privilege or symbolism, noting that the current structure needs to be adapted to present-day conditions.
Guterres highlighted the need for reform in order for the Security Council to maintain its legitimacy and effectiveness, stating that the international system should become more inclusive.
