Noting that these threats pose serious risks, ranging from irresponsible “shadow fleet” activities to attacks on vital undersea cables, Cooper said: “In our meeting with Finnish President Alexander Stubb and Finnish Foreign Minister Elina Valtonen, we agreed to stand firmly against this aggression and to protect the security of the Arctic region.”
