Sybiha welcomed the third report by the Organisation for the Prohibition of Chemical Weapons (OPCW), which confirms Russia’s systematic violations of the Chemical Weapons Convention.

He emphasized that Russia’s actions clearly violate international law and undermine global security: "Evidence includes Russian-made RG-Vo gas grenades, K-510 detonators, and drones used to deliver these devices; 9,712 documented cases of the use of hazardous chemicals against Ukrainian forces."

Sybiha stressed: "The international community has undeniable evidence to hold Russia accountable."

"Ukraine urges the OPCW to accelerate the establishment of a responsibility mechanism to ensure transparent and impartial fact-finding and accountability for Russian war criminals. A strong legal response is essential to prevent future crimes against Ukraine and the world."
