In her statement, Zakharova claimed that the United Kingdom and France are considering the possibility of providing Ukraine with nuclear weapons or a dirty bomb. She emphasized that such plans could undermine the international nuclear non-proliferation regime.

Zakharova recalled Ukraine’s obligation under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) not to acquire nuclear weapons, and pointed out that the United Kingdom and France are also obligated not to transfer nuclear weapons or assist any state in their production.

The spokesperson referred to past remarks by the Ukrainian leadership about reviewing its nuclear status and statements by various officials suggesting that nuclear weapons could be restored, stating that Moscow’s position on this matter is clear and unchanged. Zakharova said that any steps aimed at granting Ukraine nuclear capabilities would be perceived as a direct threat to Russia’s security and would receive a decisive response.

The statement also noted that the United Kingdom and France are pursuing these plans ahead of the NPT Review Conference, and that Russia has initiated active contacts on relevant multilateral platforms to draw the attention of the international community. Zakharova stressed that these initiatives put not only Russia but also international security at risk.
