Referring to the steps Montenegro must take in its EU accession process and the importance of internal reforms, Milatovic stated, "Montenegro has a task to complete. Institutions must be strong, reforms must be tangible, and citizens must feel that the European future is not a distant political message, but a path toward a more orderly, fair, and stronger state."
